- Explanatory Note on the Excommunication for Schism Incurred by Those Adhering to the Movement of Bishop Marcel Lefebvre [IT]: "As stated in the Motu Proprio, no. 5(c), the latae sententiae excommunication for schism applies to those who "formally adhere" to that schismatic movement. Although the question of the precise scope of the notion of "formal adherence to schism" should be referred to the competent Congregation for the Doctrine of the Faith, it seems to this Pontifical Council for the Interpretation of Legislative Texts that such adherence must involve two complementary elements: a) one of an internal nature, consisting in freely and knowingly sharing the substance of the schism, that is, in choosing in this way the followers of Marcel Lefebvre and placing that choice above obedience to the Pope (at the root of this attitude there will ordinarily be positions opposed to the Magisterium of the Church); b) another of an external nature, consisting in the outward manifestation of that choice, the clearest sign of which would be exclusive participation in the Lefebvrist "ecclesial" acts, without taking part in the acts of the Catholic Church (this is not, however, an unequivocal sign, since it is possible that some of the faithful may participate in the liturgical functions of the followers of Marcel Lefebvre without, however, sharing their schismatic spirit)" (n. 5).

The Roman Missal promulgated by Saint Pius V and revised by Blessed John XXIII is nonetheless to be considered an extraordinary expression of the same lex orandi of the Church and duly honoured for its venerable and ancient usage. These two expressions of the Church’s lex orandi will in no way lead to a division in the Church’s lex credendi (rule of faith); for they are two usages of the one Roman rite" (art. 1). I trust that in the near future solutions may be found to recover full communion with the priests and superiors of the Fraternity. In the meantime, motivated by the need to respond to the good of these faithful, through my own disposition, I establish that those who during the Holy Year of Mercy approach these priests of the Fraternity of St Pius X to celebrate the Sacrament of Reconciliation shall validly and licitly receive the absolution of their sins."

Where the above is not possible, or if there are no priests in the Diocese able to receive the consent of the parties, the Ordinary may grant the necessary faculties to the priest of the Society who is also to celebrate the Holy Mass, reminding him of the duty to forward the relevant documents to the Diocesan Curia as soon as possible."

The new text of the doctrinal declaration must include a paragraph in which the signatories explicitly declare their acceptance of the teachings of the Second Vatican Council and of the post-conciliar period, granting to said doctrinal affirmations the degree of assent due to them. 3. Members of the Society of Saint Pius X must recognise, not only the validity, but also the legitimacy of the Rite of the Holy Mass and the Sacraments, according to the liturgical books promulgated after the Second Vatican Council."

The Pontifical Commission Ecclesia Dei, instituted on 2 July 1988 with the Motu Proprio Ecclesia Dei Adflicta, is decommmissioned. 2. The tasks of the Commission in question are assigned entirely to the Congregation for the Doctrine of the Faith, within which will be established a special Section committed to continue the work of supervision, promotion and protection conducted thus far by the decommissioned Pontifical Commission Ecclesia Dei. 3.
